ChatGPT Ads comes to Europe: live across the EEA on 24 August

OpenAI switches ads on across the EEA and Switzerland on 24 August. Here is what changes for e-commerce, plus three things that surprised me on a US account.

OpenAI switches ads on inside ChatGPT on 24 August 2026 across 31 European markets. That covers the whole European Economic Area plus Switzerland. The rules differ from Google Ads more than they look at first glance.

I have been running ads inside ChatGPT since April 2026 on a US account. Roughly three quarters of a million CZK went through it in four months. The ratios, the tables and the five things that decide how a new account performs are in a separate article on managing ChatGPT Ads.

What OpenAI is switching on

Ads have run inside ChatGPT since February 2026, in nine markets so far: the US, Canada, Australia, New Zealand, the UK, Japan, South Korea, Mexico and Brazil. The European expansion is by far the biggest step.

Paid plans account for roughly 35 million of 900 million users. The remaining 865 million will see ads.

This is the biggest departure from Meta and Google. In Europe, OpenAI builds personalised advertising on explicit consent, not legitimate interest. Users can withdraw it at any time.

Decline it and you still see ads. Contextual ones, assembled from the live conversation and a rough location, with no chat history involved. Advertisers never reach the content of conversations.

Two consequences follow:

  • Personalised audiences will start small. You already know your own consent rate from your cookie banner. Expect a similar order of magnitude, not US numbers.
  • Contextual targeting will be the main channel, not a fallback. Whoever works with the context their product gets mentioned in has the advantage. It is the same discipline as optimising for AI Overviews.

Three things that surprised me on the US account

  1. Bidding type is a one-way door. You set it when the campaign is created and you cannot change it afterwards, not even through the API. That account went through two full rebuilds because of it. Moving from clicks to conversions then cut CPC by 69 % and lifted CTR by 61 % on identical text ads.
  2. The auction floor is invisible. Thirty correctly configured campaigns delivered a single impression across a whole day, because they bid a target CPA of CZK 52. Raising it to CZK 416 produced 523 times the delivery the same day. The platform never flags it.
  3. Keywords do not win everything. Keyword ad groups had the highest CTR, but prompt context, a plain-language description of the person and their situation, bought clicks 16 % cheaper. One keyword per ad group lost on both counts.

Four steps for the next two weeks

You do not need to move budget anywhere. Preparing pays off:

  • Sort out measurement. Without the pixel and the Conversions API you cannot evaluate the channel. Deploy them before you spend the first crown.
  • Write down which conversations your product belongs in. Contextual targeting works with topics, not keywords. You want buying situations, not phrases.
  • Set up a clean comparison. Incrementality, not last click. Otherwise you will kill the channel yourself after three weeks.
  • Do not cut Google Ads or Sklik for this. ChatGPT Ads is an addition, not a replacement. Move half your budget into a new channel now and you lose revenue.

Where this is heading
